What's the difference between Desean Jackson's fumble and Cutler's fumble?

There is a video on NFL.com explaining this from the top referee guy but its because the Chargers were in Denver and had to get robbed and Hochuli thought it was textbook forward motion so he didn't rule a fumble whereas Jackson moved too fast for the refs to realize his blunder and no one touched it so it makes sense where they spot it.
