the cartoonist is lampooning toyota's quality control problems of recent date. he has them reduced to advertising that their glove boxes are first cl (probably the least essential element of an automobile), but now have learned that even that is a problem. the cartoon is essentially sarcastic, or at least tongue-in-cheek.
