No. People come to that conclusion on their own. Nowhere in the bible does it say "and the holy spirit said..." Acts 2:4 and 33 make it clear that the holy spirit is God's active force, used when he wants to accomplish something. Verse 4 says that the apostles were "filled with holy spirit", therefore the holy spirit cannot be justified as a person but as an active force.
